REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION)
Date: September 12, 2025 REPUBLIC OF MOLDOVA Agriculture Governance, Growth and Resilience Investment Project (AGGRI) IBRD Loan. No. 9535-MD Assignment Title: Supervision Services for Rehabilitation of irrigation systems in the villages of Corjeuti, Tetcani and Beleavinti, Briceni district Reference No. (as per Procurement Plan): MD-CAPMU-508601-CS-CQS
On June 5, 2023 the Loan Agreement was signed between the Republic of Moldova and the International Bank for Reconstruction and Development (IBRD) for the Agriculture Governance, Growth and Resilience Investment Project (AGGRI). The scope of the Project is to improve delivery of public agricultural services, foster market-oriented growth and increase resilience of targeted beneficiaries, and in case of an eligible crisis or emergency, respond promptly and effectively to it. The overall objective of the Consultant’s assignment is to act as Engineer for civil works Contract: Rehabilitation of irrigation systems in the villages of Corjeuti, Tetcani and Beleavinti, Briceni district, Moldova. In doing so the Consultant will have the role and attributions of the Engineer as defined in the “Conditions of Contract for Construction for Building and Engineering Works Designed by the Employer (“Red book”) Second edition 2017, reprinted 2022 with amendments” published by the Federation Internationale Des Ingenieurs – Conseils (FIDIC) as amended for the Contract in subject, therefore the list of detailed tasks defined under p. 3 below is not exhaustive, and, whenever is included in the Conditions of Contract as defined above, the responsibilities and obligations of the Engineer shall be fulfilled by the Consultant. In addition, the Consultant will assist the Client will all aspects concerning administration of environmental and social (E&S) requirements specific to the Project. With the involvement of the Consultant the Client will have access to the best practice in the implementation of the Project administration of works contract as well as advice on specific technical issues including E&S requirements. The Consultant appointed as Engineer will be required to thoroughly know the legislation and construction regulations of the Republic of Moldova, Financing Documents related to the Project and other World Bank key documents which govern lending policies and practices including, but not limited to: • WB Standard Procurement Document, Request for Bids: Works (March 2025) • WB Environmental and Social Policy • WB Procurement Policies & Rules • Other related WB Policies, Strategies or Procedures as relevant to the Project
The assignment is expected to start on Q1 2026 and have duration of 24 months plus 12 months of Defects Liability Period.
The Consolidated Agricultural Projects’ Management Unit on behalf of Ministry of Agriculture and Food Industry now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The consultant must be a registered firm or association/joint venture of firms (corporate services are required) having experience, technical and organizational capabilities, and qualified personnel to complete the assignment.
The following shortlisting criteria are: Core business and years in business:
- at least 10 years of experience in engineering and consulting services. As a proof of compliance, the consultant shall provide the following documents in the Technical Proposal (in case of JV the requirement applies to and must be provided for each partner): o copy of the registration certificate; o copy of articles of incorporation; o list of completed projects as firm, incl. contacts for reference check – covering at least the whole period of the last 10 years • Qualifications in the field of the assignment:
- at least 2 construction supervision assignments in irrigation or/and hydrotechnical installations and networks of water supply and sewage, including pumping stations’ rehabilitation each with a value equivalent of at least EURO 400,000 successfully and substantially completed (completion certificate issued) either alone or as a member of a JV with a minimum participation of 50% input during the last 10 years starting 1st of January 2015 and the deadline for submission of proposal;
- at least 2 completed contracts during the last 10 years in supervision of works under FIDIC Conditions of Contract (acting as Engineer) with a minimum amount of 51% own input during the last 10 years starting 1st of January 2015 and the deadline for submission of proposal;
- at least 2 completed contracts during the last 10 years in supervision of works in the region (Armenia, Azerbaijan, BiH, Bulgaria, Croatia, Georgia, Moldova, Montenegro, North Macedonia, Romania, Ukraine) As a proof of compliance with the above requirements, the consultant shall provide list for related contract, incl. amounts, brief description of the assignment, contacts for reference check, pictures (photos with date and place), copy of the main contract pages and commissioning letter/letter of acceptance or reference letter from the client.
• Professional and financial strength:
- the number of staff of the consultant must be at least 10 for each of the last 5 years starting 1st of January 2020 and the deadline for submission of proposals. As a proof of compliance with this requirement the consultant shall provide a signed and stamped staffing table;
- the average annual turnover of the consultant must be at least EUR 250,000 equivalent for each of the last 3 years starting 1st of January 2022 and the deadline for submission of proposals. As a proof of compliance with this requirement, the consultant shall provide audited balance sheets or verified financial statements covering the required period;
- the Consultant must demonstrate its ability to mobilize staff locally in Moldova, either through: (i) an established office or subsidiary in the Republic of Moldova, or (ii) an official association / consortium / joint venture with a local entity/firm registered in the Republic of Moldova, or (iii) demonstrated capacity and commitment to establish a project office and deploy qualified Romanian-speaking staff on site immediately upon contract signature.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The Consultant will be selected in accordance with the Consultant’s Qualification-based Selection method set out in the above-mentioned “Procurement Regulations”.
