Terms of Reference SENIOR PROJECT SPECIALIST / CONSULTANT

Background Deutsche Sparkassenstiftung für Internationale Kooperation (DSIK) (German Sparkassenstiftung for International Cooperation  www.sparkassenstiftung.de) is the international consultancy and development company of the Sparkassen Finance Group, the largest network of public German retail banks. DSIK’s mission is to promote financial inclusion all over the world. Funded by its members, the German government and other donors, DSIK advises partners in more than 40 countries on topics such as financial literacy and consumer protection, Business Development Services for SMEs, capacity development and institution building for financial institutions and sector associations.

In the Republic of Moldova DSIK has been active as German Sparkassenstiftung Moldova since 2021, contributing to sustainable economic development of the country. It cooperates, among others, with banks and financial institutions (FIs), line ministries and governmental agencies as well as academic institutions and universities. DSIK supports the sustainable development of the financial and agricultural sectors (including through alignment with EU standards), the introduction of ESG guidelines and engages in the implementation of financial literacy activities with schools and universities. Currently several projects are implemented under BMZ and GIZ-mandate. German Sparkassenstiftung Moldova implements project activities with a team of German and local long-term and short-term experts, in close cooperation with stakeholders and partners from the financial and SME Support sectors.

Your responsibilities The Project Specialist / Consultant reports to the DSIK Country Representative and works closely together with other local and international colleagues on the following tasks: • Supports planning and organisation of project related activities; • Organisation and implementation of educational and training programmes in the field of Financial Literacy for various target groups, including elaboration of training materials, analysis and assessment of provided education and training measures; • Supports and consults various partners from the financial sector and the sphere of SME Support Services; • Serves as liaison and contact person for various stakeholders and partners, like donor institutions, financial institutions and governmental agencies and ministries • Implements project work under subcontracts carried out by DSIK with project beneficiaries and clients. • Liaison and communication with project partners and stakeholders In addition, the project specialist / consultant might carry out additional tasks and activities within the scope of the DSIK project work.

Working Time 8 hours working time per day, 40 working hours per week. During working days there is an office presence requirement between 9 a.m. and 5 p.m. Overtime during work has to be agreed with the supervisor prior to performance.
